We are planning a trip to Punta Cana and would like to take a walk in Cap Cana or stay there for a day, but on some sites I saw information that it's so easy not to get on a taxi that is not allowed. Is it so?

The relatively new Dominican resort of Cap-Cana has recently become very popular among tourists and there are no problems with its visit. You can take a taxi there directly from Punta Cana airport - the trip will take about 10 minutes.
