Can a Russian citizen apply for a visa to China while in the UAE?

The Chinese Consulate in the UAE only accepts Chinese visas for UAE citizens and foreigners temporarily residing and working in Dubai and Al Ain. Thus, to obtain a Chinese visa in the UAE, you must have a resident visa valid for at least 6 months as of the filing date.
