For citizens of Kazakhstan it is necessary to pre-register a visa for visiting Taiwan. The visa is issued by the Consulate of Taiwan in Moscow, the package of documents is standard, as for Russian citizens. Electronic visa is not issued, regardless of where you will fly and where to cross the border. You can apply to the Representation of the Taipei-Moscow Coordination Commission for Economic and Cultural Cooperation in Moscow, as well as to a travel agency accredited with this representative office in Moscow.
