I study in Taiwan, I have a Taiwanese visa. Now I'm in Chita and I'm going to fly Chita - Hailar (China) - Beijing - Taipei. If you do not leave the transit zone, you do not need to make out anything. If the flights are docked for a long time and you plan to leave the transit area, you can apply for a visa to Hailar at the airport upon arrival from Chita.

If you cross the border in Hailar, then you need an individual Chinese visa. Visa-free transit does not allow air travel within the country and is valid only for international flights of arrival and departure.
