Legislation of different countries differently refers to the departure of their underage children. This question for 100% confidence is better specified in the border service of your state. For example, until recently Belarusians allowed the departure of their underage citizens only in the company of both parents or with a notarized authorization from both parents (even if the child was traveling with one of the parents). In Belarus, this law is now abolished.

I suppose that you are citizens of the Russian Federation. As far as I know, going to Belarus from Russia is not limited in terms of leaving the children with one of the parents. But in any case, I advise you to clarify this issue in the Russian border service.
