Eilat was recommended to me to satisfy my requests, but I'm not ready to pull it financially. Therefore I choose between Tel Aviv and Netanya. Or maybe it does not suit me at all?

You can choose the airline or airport of departure from Moscow - Domodedovo, Vnukovo, Sheremetyevo. Waves in the Mediterranean Sea are almost constant. If there is no wind, then the sea is calmer.

In Netanya you need to take hotels in the area where the elevator is located, on which you can go to the beach (the beach in Netanya is high). Here is a well-equipped beach, which is protected by two breakwaters, creating a quiet bay.

In Tel Aviv it is better to stop in the area closer to the yacht club on the south side. There are breakwaters and waves of less. North and south - the waves are large, in spite of breakwaters. In any case, everything depends on the wind. And guess is not possible when it's quiet.
