Ten years ago, I was refused a visa to Spain (a call from the consulate to my job was not given to me by my employee). Now I want to buy a sightseeing tour to this country. Over the past years I have visited Austria twice and once in Italy. What are my chances of getting a visa now?

Chances are equal with all other tourists. You can apply for registration. I recommend that you do not show that old passport just in case, but only the current one and the previous one.
