We have booked a hotel in Dubai from 18.12.2009 through 20.12.2009. Booking and payment were made via the Internet. Next we go to Malaysia. Can we issue a transit visa to the Emirates already upon arrival at the airport in Dubai?

Neither we nor our partners in the UAE form such a visa. Such visas can be made by the airline Emirates only for its transit passengers. Details can be found on the airline's website.
