Can Russian citizens enter Vietnam (Saigon Airport) with a hotel reservation via booking.com or directly from the hotel?

Since January 1, 2009, Vietnam cancels visas for Russians coming to the country for less than 15 days. The rules apply to the owners of Russian passports, regardless of the purpose of the visit. To enter Vietnam for more than 15 days, Russian tourists need to obtain a tourist visa, which is usually for one month.
