To enter Belarus when crossing the border, you only need a passport. Domestic or foreign, it does not matter.

For residents of the CIS countries, foreign passports and visas are not needed for a trip to Belarus. You can enter Belorussia by your in-house passport. If you are traveling with children who have not reached the age of 16 when issuing passport-confirming personalities in Ukraine, you must provide their birth certificates when crossing the border.
In case you are going to enter Belarus by car, you will need to show a document confirming the right to drive the car. Remember that medical insurance issued on the territory of Ukraine or Russia does not operate in Belarus. However, first aid in this country is free of charge.
