According to Russian laws - for the child to go abroad accompanied by a third person it is desirable to obtain consent from both parents, but if this is not possible, then consent from one of the parents will be enough to enter the PRC.
The terms of the trip, the host country and the passport details of the accompanying person must be indicated in agreement, and the document itself must be notarized. To travel abroad, the child must have his own passport and the original of the birth certificate, which may be required at the border crossing.
