Is it necessary to take food in Cuba "all inclusive" or is it cheaper to take food "breakfasts" and have supper in a cafe?

Taking all-inclusive is much cheaper. Only 2 * hotels work on the BB (breakfast) system.
Average dinner per person will cost $ 20-30.
