Is it possible for Russian citizens to visit Italy without a Schengen visa, if they are in Bulgaria?

Unfortunately, the PMZ in Bulgaria does not allow Russian citizens to visit Schengen countries without a visa. For a visit to Italy, you need a Schengen visa.
