Electronic permission is issued on the website of the Mexican Embassy, accordingly it can be issued by a Russian citizen anywhere in the world, including in Canada .
If you have a valid US visa in your passport, you do not need to issue a visa to Mexico.
For citizens under 18, a power of attorney from both parents is required, and from February 2013 this power of attorney must be certified with an apostille and legalized in the Embassy of Mexico in Moscow.
