I plan to visit Myanmar individually from March 31 to April 15, 2012. Booking tickets and there was only a question on the visa. Is it true that for travel up to 28 days a visa can be obtained at the airport in Yangon? Or should one address the embassy of Myanmar in Moscow in advance? Thank you!

You can get a visa upon arrival if you have an invitation on your hands. This invitation is made 2 weeks before the trip begins, costs $ 30-50.
