There are no direct ferries from Russia to Norway.
You can swim from Denmark (Copenhagen - Oslo or Frederikshavn - Oslo). Copenhagen can be reached by train (for example, via Berlin).
Or the second option - to swim by ferry from St. Petersburg to Stockholm, and from Stockholm by train to get to Oslo. Navigation is open year-round.
