I am flying to Portugal. The tour operator warned me that Russian debit cards are out of the question, that you can only pay with credit cards. Can I withdraw money from ATMs from debit cards? What about the commission when withdrawing money?

Firstly, I've had to pay in Portugal cards of different payment systems, both as debit and credit.
To find out whether your card will work abroad and what percentage is being withdrawn - you would better contact your bank for reliable information.
