I am a citizen of Russia, I want to travel "savage" in Slovakia. Is it possible to obtain a visa by a Russian citizen directly on the Ukrainian-Slovak border, and if so, what documents are needed?

No, unfortunately, the acquisition of a visa on the border is impossible. To visit Slovakia, Russian citizens need to pre-register a Schengen visa.
