I plan to fly to the UAE on a visit to a friend. Is it possible to independently issue a visa to the UAE without a hotel reservation? What documents will be needed for this and where should I go?

It is possible to open a visa through the airline "Emirates" on its own, if you purchase an airline ticket from Dubai Airlines to Dubai.
Standard for opening a visa, tour operators require a scanned color copy of the first page passport and a scanned color photo, maybe the airline will ask for something extra.
