In accordance with the Agreement between the Governments of Ukraine and the Russian Federation on visa-free travel dated January 16, 1997, citizens, regardless of the purpose of the trip, enter Ukraine or Russia on identity documents and documents confirming citizenship. Among them, in particular, are the internal passports of citizens of the Russian Federation.
