I read on your website information that Belarusians can get an entry visa to Croatia on the border, presenting a tourist voucher. Please, if you can advise: how in this case the issue is solved during the check-in for example, at Sheremetyevo, and what is a voucher.

Croatia is a visa-free country for citizens of Russia and Ukraine. A visa is required for citizens of Belarus, which is opened in advance at the Croatian consulate in Moscow or in Minsk.
The voucher is, as it were, the right to enter the country, but only for citizens who do not need a visa.
