There is no problem with issuing an electronic visa for a new passport. Also for an electronic visa it does not matter where you are at the moment - you can place it anywhere, it's electronic. The main thing is that such a visa can be issued only for citizens of Russia and Ukraine.

The date of receipt of the passport does not matter, the main thing is the term the validity of the passport. At least 6 months from the date of the end of the trip, that is, in our case with the timing, everything will be in order. The physical location of a tourist during the registration of an electronic visa also does not matter, that is, a Ukrainian citizen who is in Moscow can issue an electronic permit and return to Ukraine for this is not necessary. Accordingly, departures to Mexico may also be implemented as from Russia and from Ukraine.

To obtain an electronic authorization for entry to Mexico, citizens of Ukraine should have a valid passport at least 6 months at the time of authorization, and the place of birth must be Russia (in its current borders !!!) or Ukraine. +/- $
