Is it possible to extend or get a new passport at the Russian Embassy in Tunisia

My sister lives in Tunisia, she ends the validity of the passport in August. Is it possible to extend or get a new passport at the Russian Embassy?

If your sister is officially residing in Tunisia (she has a Tunisian residence permit), she can apply for a new passport to the Consular Section of the Russian Embassy in Tunisia. You need to contact 3 months before the expiry of your passport.
