Many years ago, there did exist an implicit rule by the immigration authorities to restrict entry to the UAE by people who had previously visited Israel or had an Israeli visa in their passport. But then, just behind the scenes, this rule was canceled.

To open a visa in the UAE, it is enough to provide just a copy of the first page of the passport, not the passport itself.
