From Moscow to Pula, you can only get by charter, which rise from the end of April to the middle of October and fly once a week, and from June to September in Pula fly twice as often.

Alternatively, you can get to Zagreb on Aeroflot flights on a regular basis (the journey time is 3 hours 10 minutes), from which you can get to Pula on the daily domestic flights of Croatia Airlines (travel time is 40 minutes).
