A trip to friends in Israel is in private. I would like to combine it with a stay in Cyprus (one-two-day excursion), not buying a tour in Russia, and buying it in the travel agency of Israel. Is this possible, given that for Russians entry to Cyprus visa?

Yes, of course, this is possible. But to get a visa to Cyprus you need to take care beforehand, before you leave for Israel.
