This practice is carried out only for special groups of tourists arriving in Goa, and mistakenly it is also called a "visa on arrival" although no visa is not put in the passport. Passport from a tourist is selected before returning to the airport and remains as a mortgage with the Immigration Service of India for a period of no more than 14 days. The group is given a special permit to stay in the state of Goa.

Outside the country is prohibited.

The group is formed by the sending tour operator from Russia by arrangement with the host country in India.
