A minor child traveling to Abkhazia with his parents must have a birth certificate with a loose leaf or stamp on Russian citizenship or a passport.

If a child goes to Abkhazia accompanied by one of the parents, a power of attorney from the second parent is not required. Of course, if you have your birth certificate with you to establish affinity with the person accompanying you.

If a child under the age of 18 is sent to Abkhazia as part of organized groups, or with any other accompanying parents (adoptive parents, guardians or trustees), a notarized consent must be presented at the border for the child's departure outside the Russian Federation, indicating the country and the length of stay (art. 20 of Chapter III of the Federal Law No. 114-FZ of August 15, 1996). Otherwise, evidence is needed about the impossibility of obtaining such consent (for example, a death certificate, a document on the deprivation of parental rights, etc.).
