Many tour operators publish the following requirements for the crossing of children by Russia-Abkhazia borders: if a child under 18 crosses the border with only one parent, a second notarized power of attorney for his departure from the country is required from the second parent. According to the legal practice, letters of the FSB of June 27, 2007 N 21/1/7/3 and comments of existing lawyers to the Law 114-FZ, this conclusion is confirmed: for the crossing of the Russia-Abkhazia border, it is sufficient to accompany the native of the parents (adoptive parents, guardians or trustees), or permission to cross the border from one of the parents and other named persons.
