There are no obstacles for a citizen of Ukraine in visiting the PRC with any goals, and even more so as a tourist. You can open both an individual Chinese visa and a visa upon arrival (only you can not be included in the group list), to register an individual Chinese visa you will need to provide the following documents:

1) 1 color photo 3 * 4 cm on a light background;
2) the questionnaire of the established sample;
3) passport, valid minimum of 6 months from the date of travel termination;
4) copies of air tickets;
5) confirmation of hotel reservation in China;
6) an extract from the bank account (from the calculation of not less than 50US $ per person for 1 day of stay in the country);
7) copy of registration in the Russian Federation;
8) permission for temporary residence in the Russian Federation.
