I plan to go to Mexico, stay there for a month and a half, then go for a month to Cuba, and after returning to Mexico for another 1, 5 months. So, I will need to request an electronic entry permit twice? Can they refuse the second?

In your case it is better to apply for a regular visa, it is issued 5 working days, and then you will have a multivisa for 10 years .
