Consent from both parents will be needed if the child follows the third parties (grandmothers, grandfathers, aunts, as part of an organized group). At the same time, in connection with the decree of the President of the Russian Federation of November 3, 2006 No. 1226, for children up to 14 years of age, the document proving identity on the trip is a birth certificate with a mandatory insert or a stamp showing citizenship.
In short, do not take risks and go without a written consent to travel, so as not to spoil the rest to yourself and your child: try to take care of the completeness of all necessary documents in advance.
