You can apply for a Schengen visa to Greece. Most importantly, ask for a "multiple" visa, which will give the right to enter and to Bulgaria.

You can also issue two visas: to Bulgaria and to Greece. Both decisions will be correct. The only thing, in the second case, will need to pay two consular fees.
