There are no direct ferry flights from St. Petersburg to Norway. You can get from St. Petersburg to Norway as part of a fjord cruise (St. Petersburg - Stockholm - Oslo - St. Petersburg).
The trip includes a visit to the coast of the Scandinavian Peninsula and a tour of the most beautiful fjords: Geirangerfjord, Nordfjord, Sognefjord, etc. Winding bays, rocky coasts, snowy peaks of the mountains are far from a complete list of the natural beauties of Norway. A standard tour includes a trip on a Princess Anastasia ferry or similar and lasts about 8 days.
